род. 17 июня 1967 г. в Москве. Отец — Мансуров Юрий Александрович, астрофизик; мать — Мансурова Лидия Сергеевна, инженер. В 1990 г. окончил с отличием фак-т междунар. отношений МГИМО МИД СССР, где учился у проф. А.В. Торкунова. В 1987–1989 гг. проходил практику в КНДР, где получил диплом об окончании ун-та им. Ким Ир Сена в Пхеньяне. В 1990–1992 гг. — магистрант кафедры политологии Северо-Иллинойского ун-та в г. ДэКалб (США), имеет магистерскую степень в обл. политологии (Master of Philosophy, Political Science) (09.05.1992), тема магистерской дис.: «Сравнительный политологический анализ эволюции северокорейских элит», науч. руководитель — проф. Г. Шмидт. В 1992–1997 гг. — аспирант кафедры политологии, преподаватель истории Кореи (от древности до совреенности) и курса «кор. цивилизация» Колумбийского ун-та (Нью-Йорк). Кандидат полит. наук (Ph.D, Political Science) (15.10.1997), тема дис.: «Формирование коммунистической военной коалиции и истоки Корейской войны» (407 с., прил. 41 с., Univ. of Michigan Press), науч. руководители — проф. Г. Ледиярд, Дж. Снайдер, Р. Легвольд. В 1998–1999 гг. — науч. сотрудник Ин-та Кореи Гарвардского ун-та (г. Кэмбридж, США); проф. Ин-та права и дипломатии Ун-та Тафта (г. С 2001 г. — адъюнкт-профессор в обл. безопасности и междунар. отношений (Associate Professor of Security Studies) Центра по изучению проблем безопасности в АТР (Гонолулу).

Область науч. интересов: внешняя и внутренняя политика кор. государств, Китая, Японии и России; проблемы безопасности на Кор. полуострове; междунар. отношения в СВА; транснациональные угрозы и проблемы сотрудничества и безопасности в АТР. Член: Ассоциации полит. наук США (American Political Science Association); Амер. ассоциации азиатских исследований (Association for Asian Studies); Нац. комитета по Северной Корее, США (The National Committee on North Korea); междунар. группы по нераспространению оружия массового поражения. Участник 110 междунар. конференций. Издано свыше 150 работ, в т.ч. 3 книги.
